Governments and organizations involved in disaster risk management and urban resilience are increasingly promoting participatory approaches that engage citizens, promote collaboration and build community capacity. Unlike conventional “top-down” guidelines, “bottom-up” planning integrates community perspectives and local knowledge into urban development and resilience priorities. Establishing more inclusive and gender-sensitive decision-making processes can help marginalized communities to express themselves and implement more effective plans, policies and programmes. This session presents methodological guidelines on participatory approaches and gender mainstreaming, as well as three case studies where such activities have been successfully implemented in Dakar (Senegal), Brazzaville (Congo), Freetown (Sierra Leone).

M.Pierre Coly est actuellement Directeur de l’Appui Institutionnel à l’Agence de Développement Municipal (ADM) au Sénégal, il y est en charge, depuis une douzaine d’années, entre autres, des questions relatives : au renforcement des capacités des collectivités territoriales, des services déconcentrés de l’Etat et autres acteurs de la Décentralisation ainsi que de la mise en œuvre de l’ingénierie sociale et de l’accompagnement des communautés dans le processus de réalisation des projets d’infrastructures. Economiste et Administrateur Civil de formation, il a une expérience de plus d’une quinzaine d’années dans la mise en œuvre de Projets et Programmes de Développement financés par l’Union Européenne, la Banque Mondiale, l’Agence Française de Développement, le FEM et le Fonds Nordique.
Remco Rolvink is an Urban planner and has 20 years of experience as urban planner, landscape architect and spatial strategist. Remco has the qualities to give a quick insight on the structural level of a project, to enthuse the team, the client and have a low threshold to a wider audience. Recently demonstrated by steering workshops in 2018 in Dar es Salaam on the Msimbazi River; 2017 in Cape Town for Bellville Station area and for the resilient urban development of the coastal zone near Strand (City of Cape Town); MultiStakeholder workshop in Kisumu with Victoria Lake Basin Region parties involved in food security (VU University, Maseno University, RVO Netherlands) and Business Case for Spatial Planning of a regional agrohub solution in Nairobi region (Kiambu County, WUR, Rebel, RVO). He co-founded DASUDA, Dutch Alliance for Sustainable Urban Development in Africa.
Ms.Gisèle Yela: a geographer by training, Hortense Gisèle Lucie Yela is also passionate about human rights and just causes. Her discovery in 1994 of human rights changed her life and made her one of the defenders of women’s rights by founding the Centre de formation et d’information sur les droits de la femme, an NGO “Femme et Enfant”, the Fonds d’Aide Mère et Enfant; and by joining forces with several networks of feminists in Congo Brazzaville. For 25 years, she has brought her experience in supporting participatory governance and her expertise on issues related to territorial development.
Richard Bockarie works for Centre of Dialogue on Human Settlement and Poverty Alleviation (Affiliated to Slum Dwellers International) as the Learning, Monitoring and Evaluation Officer, He is a Sierra Leonean graduate from Njala University and holds a Bachelor’s Degree with Honours in Computer Science. Since 2013 Richard has been involved in several data collection and mapping activities on informal settlements in and out of Sierra Leone and he’s an outstanding data analyst and have developed several data platforms and has field experience in Sierra Leone, Ghana, Liberia, Nigeria, Kenya and Senegal.
